Laura Machanic Laura Machanic is President and CEO of New Target, Inc. A native of Alexandria, VA, Laura has been instrumental in New Target’s strong growth and success. An entrepreneur with a marketing background, she also brings international perspective to the company. She was the founder of Travel Russia, Inc. and co-founder of Service Adventures, Inc., both operating in the former Soviet Union during the early 1990s. Much of New Target's success can be attributed not only to its technical expertise, but also to Laura’s ability to build long term relationships with the company’s diverse clients. Laura founded New Target in 1998 and has grown the company into one of the Washington area’s leading web design and development firms. In addition to setting strategy and direction for New Target, Laura works closely with many of the company’s clients collaborating on their Web strategies and initiatives. She brings marketing expertise and an integrated team approach to all New Target projects. Laura provides strategic and tactical guidance to New Target's project teams. Laura empowers project teams to succeed by providing the right tools, including the availability of seasoned staff, the management of project budgets, and making certain the New Target team has all resources required to deliver award-winning web sites. Laura's commitment to excellent customer service and the delivery of the highest-quality products and services are the fundamental drivers of New Target's approach. Laura is a graduate of Choate Rosemary Hall and after two years at the University of Virginia, graduated from Columbia University in New York with a degree in political science. She represents the fourth generation of entrepreneurs in her family. When not at the office, Laura is likely to be enjoying time on the Eastern Shore of Maryland with her family, working on restoring her historic home, at the ballet with her Mom, or talking shop with her Dad. (Before she was married with kids, this used to say “skydiving in Australia, catching a show in New York with her mom, or pursuing her newfound interest in swing and salsa dancing!”!)

Vijay Khilnani Vijay oversees all software development projects advising clients and project teams on the best solutions. In addition to leading the development team Vijay is involved with formulating the technical vision and strategy of the company and ensuring efficient and effective development processes and procedures. Vijay has been involved with information technology for over 15 years. He has enjoyed positions at several software companies including Oracle, Microsoft, and CACI and is passionate about software development. His engineering background and IT experience bring discipline and order to complex information technology development projects. Vijay brings clients proven expertise in designing, architecting, and managing software development projects and is committed to their success. Vijay has enjoyed a variety of roles at senior levels. Before joining New Target, he managed a team of engineers developing a document management solution for the intelligence community. At Oracle he managed the development of several complex modules for CRM 11i suite software. After 6 years at Oracle Vijay joined LISCR and lead the company’s IT department as Vice President. There, he was tasked with rebuilding their entire software suite to manage the registry’s business and with managing IT strategy for the company and its seven global sites. Vijay has also spent time with Microsoft evangelizing their products into the System Integrators market space, which included experimenting with their latest technologies before release to the development community. He brings this understanding and perspective of Microsoft solutions to New Target’s clients. Vijay holds a degree in computer science and is a PMI certified project manager and certified Sitecore developer. Vijay enjoys playing tennis in competitive leagues and generally loves the outdoors.
Komal Ahluwalia Komal serves as Vice President of Operations as well as Senior User Interface Designer. A long-time New Target team member, Komal’s expertise is interface design for software applications as well as web sites. She serves as the project lead on many of the company’s complex and strategic accounts including leading New Target project teams on all web site usability and user testing work. She serves as the company’s lead subject matter expert on information architecture of web sites and web-based applications participating in many of New Target’s requirements gathering workshops. Komal has significant experience with New Target’s non-profit client base including user interface design for high-traffic tradeshow and conference web sites. Originally from India, Komal began her career in London as a multimedia designer before moving to Washington, D.C. to join Votenet Solutions as a Senior Designer advancing to the Creative Director and Chief Technology Officer. Komal’s professional experience, academic background and technical training have been utilized in all New Target’s clients’ market sectors including: trade and professional associations, non-profit organizations, unions, lobbying firms, corporate and commercial clients, and government agencies.
Komal holds a degree in fine art, with majors in graphic design and advertising from Delhi College of Art in New Delhi, India. She received her post graduate degree in communication technology, specializing in web media from the University of Groningen in Groningen, Netherlands.
Irve Towers Irve is responsible for further developing and managing the company’s hosting division and related assets. His duties include the evaluation of client technical requirements, the provisioning of hardware and software for hosting environments, and directing New Target’s hosting team and processes. A life long resident of the Washington, D.C. area, Irve has spent most of his career in the computer industry. Joining IBM in 1973, Irve was instrumental in the rollout of the area’s first ATMs and grocery checkout scanner systems. The latter half of his tenure with IBM was spent in support of large mainframe installations. Irve was a three-time winner of the coveted IBM Means Service award. In 1994, Irve left IBM to co-found Hub Internet Services in Arlington, Virginia. A regional, full service ISP, Hub Internet grew quickly with the new Internet until 2000 when the company was purchased by CAIS Internet of McLean, Virginia. Irve went on to manage the web hosting unit of CAIS and subsequently performed the same functions for Beyond the Network (BTN) when they purchased CAIS in mid 2001. Irve left BTN in 2002 to form his own web hosting and consulting business, TIC LLC. He joined New Target through the merger of TIC with New Target in March 2004. Throughout his three decades in the information technology arena, Irve has always kept one thing paramount: customer service and support. Irve enjoys the world of the Internet, computers, music and movies. In addition, he is an avid gardener. He enjoys spending time with his wife of 33 years, his two children and two grandchildren.

Brian Newsome Brian leads New Target’s public sector web services focusing on delivering high value web solutions to local, state and federal agencies. Brian leverages his professional experience and academic background in strategic communication and management to provide planning and overall project guidance to clients and New Target’s project teams. He often participates in the planning phases of New Target’s projects. Brian’s focus is translating a client’s mission and objectives into deployable web solutions. Prior to New Target Brian worked for an Alexandria firm providing communication services and program management to many well-known federal agencies. He has worked for non-profit organizations, including the U.S. Naval Institute and for-profit companies supporting the federal government in various leadership capacities and brings this experience to bear for New Target’s clients.
Brian holds a graduate degree in international affairs and undergraduate degree in history and political science. He is a voracious reader and enjoys exploring Virginia’s many book sales and stores for forgotten treasures. He lives in Alexandria with his wife and daughter.
Carlo Ross Carlo leads New Target’s business development efforts and has developed and managed communication services and technology solutions for associations, non-profits, and government clients in the metropolitan Washington area for more than 10 years. Carlo has achieved great success as a New Target team member contributing significantly to the company’s growth over the past several years. Carlo continues to achieve success through exceptional client service. His advocacy for New Target’s clients has lead many to consider him an extension of their professional staffs. Carlo has worked with clients such as National Association of Real Estate Investment Trusts, the Lupus Foundation of America, the U.S. Commission on International Religious Freedom, and International Safety Equipment Association to understand their challenges and opportunities. Working with both electronic and print publishing services over his career, Carlo has developed business and managed projects for a variety of verticals and market segments with great success. His focus has been working with national associations, membership-driven organizations, and non-profits to support their overall missions with publishing and communication solutions and strategies. Carlo has a degree in Business and Communications from the University of Pittsburgh in Pittsburgh, PA.
In Carlo’s spare time he likes to stay active with sports, especially golf and basketball, and also enjoys the many cultural aspects of Washington, D.C. Carlo’s parents and two older brothers all live in the Pittsburgh area, and you will find Carlo there during most holidays visiting family and cheering on his alma mater Panthers.
David Hoernig
John J. McClendon J.J. holds a J.D. from the University of Virginia and a B.A. in both Information Systems and Finance from the University of Colorado. He enjoys volunteering for the Habitat for Humanity and Adopt-A-Road programs and is a Brazilian Jiu-Jitsu instructor. Paige Lucas Project Manager Paige serves as a Project Manager at New Target Paige's project management expertise is in managing web sites and applications built using open source technologies. As a project manager Paige leads the project from inception to completion by providing overall guidance to and communication between our clients and project teams. Paige's experience encompasses open source technologies such as Joomla!, CMS Made Simple, and Drupal as well as providing customer support and managing maintenance requests from New Target's diverse client base of associations, corporations and government entities. Paige holds a B.A. from the University of North Carolina at Chapel Hill. Erick Nyamwaya Project Manager, Business Analyst Erick serves as a Project Manager and a Business Analyst at New Target Erick's project management and business analyst expertise is in web based applications and COTS products. As a project manager Erick leads the project from inception to completion by providing overall guidance to and communication between our clients and project teams. As a business analyst Erick works with the New Target's clients during the requirements gathering sessions through technical requirements. Erick's experience encompasses web based applications, COTS products and in-house applications. Erick brings unique knowledge and expertise in online development that spans from concept and implementation to production deployment to ongoing maintenance and support. Originally from Kenya, East Africa, Erick holds a B.A. from the University of Nairobi in Business Administration. In addition he has multiple certifications from application development companies such as KOFAX and EMC. He enjoys computers, reading and world travel.
